Applying for a route licence (application form)

On 25.04.2018, the Board of Directors has approved the fees for the examination of the application for a route licence and for the examination of the application for a timetable:

NB: The fee for the review of the application for a county route licence and the fee for the review of the application for the approval of the timetable shall be paid to the bank account of MTÜ Põhja-Eesti Ühistranspordikeskuse. The invoice for the fee will be sent to the applicant's e-mail address after the application has been submitted!

 

What you need to take into account when providing a commercial transport service

Basis: Public Transport Act 

  • The authorisation and the approved timetable shall certify the right of the carrier to operate commercial regular services on the route indicated in the authorisation under the conditions of carriage specified by the carrier.

  • Regular services and the carriage of passengers for reward, which are comparable in nature to regular services, are prohibited without the document referred to in § 40 of the TOC.

  • The name of the carrier or a trademark owned by the carrier and protected by rights within the meaning of § 5 of the Trademarks Act or used by the carrier under a contract must be visible on the right-hand side of the outside of the vehicle used for the carriage of passengers for hire or reward, except for the carriage of passengers for hire or reward by means of a passenger car with up to nine seats under a Community licence. The public transport vehicle used for regular services must also display the number and name of the route in a visible position.

  • The price of commercial transport is set by the carrier.

  • In the case of a commercial service, the carrier may grant travel concessions, but these are not reimbursed to the carrier.

  • In the case of bus and coach services on a regional route, the carrier is obliged to announce the increase in the price of the service in at least one of the newspapers with the highest circulation in the area, at the starting and terminus of the route and in a visible place on the public transport vehicle at least ten days before the increase.

  • On national routes by road, waterway and rail, the carrier is obliged to transport free of charge a child who has not reached the age of seven by 1 October of the current school year, a child whose school attendance has been postponed, a disabled person up to the age of 16, a person aged 16 and over with a severe disability, a person with a severe visual impairment, a person accompanying a person with a severe or profound visual impairment or a driving or assistance dog accompanying a disabled person. Carriage free of charge for these categories of passenger shall not be reimbursed to the carrier.

  • Notification of the commencement of a regular service and of changes to the timetable for commercial regular services
  1. If the carrier wishes to change the timetable, it must submit a request at least 90 days before the planned change is due to take effect.

  2. In the case of a regional service, the carrier is obliged to inform all the municipalities concerned at least ten days in advance of the start of the service or of any change to the timetable.
  • Carrier's obligation for regular services
  1. An application for a change to the conditions of carriage of a regular shipping authorisation may be made after two years have elapsed since the authorisation was issued or the conditions of carriage were changed.
  • A carrier to whom a route licence has been granted before the entry into force of this Act shall, within six months of the entry into force of this Act, submit and publish the conditions of carriage under which it operates that route.

  • The rights and obligations of the passenger and the driver, which were previously included in the general rules on the carriage of passengers by coach and bus, bus and coach transport, taxi and luggage transport, have been included in the draft or regulated by the law of obligations.

  • The licensing authority shall announce its decision on the granting or refusal of a route licence within 30 days of the submission of all the documents referred to in the Public Transport Act. If it is necessary to collect additional data for the purpose of examining the application for a route licence, the time limit for examining the application may be extended by up to 30 days.

As of 19.06.2023, the following have been assigned from the counties to Tallinn on incoming bus services stops within the administrative territory of the city which are accessible to passengers. for exit only.

On the outbound route from Tallinn, all stops in the timetable remain available for passengers to board and alight, regardless of the length of the journey.

To get off the bus, signal this in good time by pressing the STOP button and move to the rear door as you approach the stop.

On route 1A, zone West1 season tickets are valid. These entitle you to use all IIL buses an unlimited number of times in the zone or zones of your choice for 30 days.

Season tickets are valid for 30 days and entitle you to use IIL buses an unlimited number of times during this period. The ticket is valid in the selected zone or in all zones in West-Viru County.

With an individual ticket, you can transfer to other IIL routes during the validity of the ticket. The validity period depends on the number of zones:

  • single zone ticket - 60 minutes
  • two-zone ticket - 90 minutes
  • three-zone ticket - 120 minutes
  • four-zone ticket - 150 minutes
